I am examining a number of mobile phone call data records from several people as part of a case I am working on. I can identify calls made from one party to another that I know for certain were answered by the other party, but what isn't clear from the records is if any of the parties made a call that wasn't answered. In other words, the caller rang a number but there was no answer so the caller terminated the call before it went to a voicemail.
I'm aware that CDR's are generally used for billing, so in a way it is not surprising that only answered calls are shown in the record, but I find it difficult to believe that the service providers do not also have records of outgoing calls that were never answered.
Two questions if I may:
1. do service providers store records of unanswered, outgoing calls?
2. if such records existed and a request was made to a service provider to provide the CDR for a particular number, would the service provider include in the CDR outgoing unanswered calls?
I have tried getting the answer from two service providers but they seemed unsure and unable to give a definitive answer.
I'm confident that the correct request was made. What I have discovered over the last couple of days is that there is no requirement for service providers to store records of unconnected calls. So if a caller dials a number but it fails to connect through the network to the other handset (eg it doesn't ring) then it is likely that there will be no record of this.
However, if the two handsets establish communications (the phone rings) then they are required to keep that record.
